The Zone Model

Through the “Zone Model,” The New York City Housing Authority’s (NYCHA) Office of Resident Economic Empowerment & Sustainability (REES) coordinates services with local partners to support residents to increase their income and assets. Here are some key elements of the Zone Model:

• By focusing on partnerships instead of offering direct services ourselves, REES can help a greater number of NYCHA residents access services through partners
• By coordinating services within a geographic “zone,” NYCHA residents are able to access services in their local area
• REES is able to help residents access services that meets their needs in the areas of adult education, workforce development, financial empowerment or business development services
• The Zone Model will help REES take advantage of unique local opportunities, such as large scale hiring initiatives for businesses located in the zone. The Zone Model will help NYCHA bring new investment and resources to under-resourced communities

What are REES “Zones?”

REES has divided New York City into 15 geographic “zones,” to ensure public housing neighborhoods have access to self-empowerment services. In each zone, there is a Zone Coordinator, who works with resident leaders and key stakeholders, local service providers and local NYCHA offices to connect NYCHA residents to high quality services.
